Im quite sure that this can't be done from vCenter...
vSphere Client settings are stored locally on each client in the registry under HKEY_CURRENT_USERS... To bypass the Getting Started tab a string with the name "AllGettingStartedTabs" would need to exist in "HKEY_CURRENT_USER\Software\VMware\Virtual Infrastructure Client\Preferences\UI\DisabledTabs". The value for the string is"True"
To start up in Hosts and Clusters the value for the string in "HKEY_CURRENT_USER\Software\VMware\VMware Infrastructure Client\Preferences\UI\StartupID" needs to be set to "HostsAndClustersShortcut"
